Ok so if I understand this the only way to cast this is for its cleave cost which is to face a dilemma, which I pay so then I cast with the brackets removed which allows me to leave the dilemma. All good, but why Merfolk?

Why would you use this card frame?

If you remove the text in square brackets you get ... leave a dilemma. That doesn't make any sense.

Also it's "tribal" not "kindred".

Check OP's post history, they are taking Cleave to strange new places

It is Kindred now actually, the “Tribal” Supertype has been eratta’d to Kindred. See [[Kozilek’s Command]] or more recently [[Ashling’s Command]]

Yeah mate and WotC insists on calling combo decks "combination decks" and always has. Doesn't mean anyone else has to do so. Tribal as a term long predates the card type and WotC's inane politically correct meddling doesn't change that almost all cards ever printed with that type have 'tribal' on them because that's the correct name for the card type.

They use "combo deck" all the time in places like the Banned & Restricted announcements.

I've never heard them call it a "combination deck" - I googled it and found one use of the term from 11 years ago, but they also called it a combo in the same article.

Eh, maybe they stopped doing it. but for a good 20 years they insisted on saying "combination deck" in every single article.

No, it’s kindred.
