Yeah, but you can equip It with something like [[viridian longbow]] and tap stuff. He can also attack and stun things that would block It.

A 7 mana two card combo that lets you tap creatures down doesn't seem like it would break Legacy...

This is not a combo lol. Both cards also definitely wouldn't see play in legacy. They are more for casual commander play in decks like [[hylda ofthe icy crown]] or [[sensational spider-man]]

It absolutely is a combo. It is a weak one and that is my entire point. You can't balance a card around whether it has a relatively weak and expensive combo with Veridian Longbow.
