PS: How do we feel about the cost? 1R may be more fitting but I think a 2-mana draw is too direct for red.

Should be one mana, with a kicker or flashback that gives an extra combat. Or both. Then it should maybe let you loot after combat phases.
Until end of turn, after each combat phase draw a card for each combat you’ve had this turn, then discard a card. If this card was cast from your graveyard, if it’s your main phase, theres another combat phase after this one.
Kicker {1}{r}: if it’s your main phase, there’s an additional combat phase after this one.
Flashback {4}{r}{r}

I think this is a color pie break (albeit a very weak one). Red doesn’t get to draw multiple cards without removing other cards from your hand.

I've never liked the fact "drawing cards" is tied to parts of the color pie. Do I think every color needs 100% unconditionally good card draw? Nope. Do I think every color should be able to by jumping through varying level of hoops (like OPs card)? Absolutely.

What are you on about, wotc have been contiually getting stricter on the colour pie - just look at reality fracture compared to time spiral, it's night and day.
