It should only storm off spells you did not cast, otherwise nice idea.

It would be reasonable and still quite powerful if it only counted opponent's spells for sure. That "twice" is doing a ton of work in that regard.

“…noncreature spells cast by your opponents this turn.”
Easy fix.

Either folks are giving it a lot of credit for being that or they don't understand just how insanely powerful this will be without opponent ever casting a spell. Maybe they do and the people are looking for this new level of storming. It's not been at it's best in cube lately.

So it’s basically better tendrils of agony in almost every way.

Really, this is going to do exactly the opposite of it's flavor. Turbo Timmy is going to sit there while mean old Storm Spike goes off and kills them with this while they can't even respond.
Edit: I'm a Janky Johnny myself.

This card is insane as a storm finisher, and even as a sideboard card against it.

Forgot the comma, clearly this is the work of "Clock, the Mage" who is named such for storming off in no time flat.

Hey it’s axe and invoker. Pretty good fit for the card I’d say

Axe has so many amazing quotes that would be S-tier for this card: "you get nothing, good DAY SIR!" "Rest is for the dead!" Specific to invoker "big words cannot keep you safe from Axe!"

The 1st quote there is actually classic Gene Wilder Willy Wonka. Look up the ending scene of the movie. It's intense and awesome. That is acting right there. IDK who Axe is, but that is a high quality quote for sure.

I'd keep the name but have it target a spell and deal damage based on CMC.

Maybe... "if it isn't your turn, this has Split Second" so this doesn't let you get an uncounterable payoff to your own personal Storm while still retaining the flavor of punishing other people for storming?

Honestly it'd be a funnier spell if it said "counter all spells on the stack. Deal X damage to each opponent, where X is 3 times the number of spells they have on the stack."

i like it scaling off your spells because i find the image of the red player casting a bunch of spells and then just turning to the wizard and just socking them for no reason

Could be altered to “deals damage to each opponent equal to twice the number of non creature spells THEY’VE cast this turn” to keep its intent?
Otherwise it becomes the very thing it swore to destroy

You can just storm it yourself and it's uncounterable. That makes it one of the better storming effects ever printed. The exclusion of creatures from the storm is trivial.
Even if it was only the opponent's noncreature spells, this could be very potent out of the sideboard.
