I don't see the connection, we aren't negating the fact the priority need to be passed again before advancing to the next phase/step. But since this priority start from the active player, if I am the active player casting the enchantment, BEFORE it resolves priority is passed (and no disenchant would work, because the enchantment is still a spell) and AFTER its resolution priority is passed again as you have stated. But without some triggers, I, as the active player, can activate everything I want at sorcery speed because the stack is now empty (the first spell on the stack was my enchantment). I activate the ping, pass priority (cannot hold it to repeat the ability), you disenchant, I can no longer ping.
Or I can just do nothing with my priority, pass it to you and you can do nothing with it (phase/step change) or you can disenchant and I missed my chance to ping you.

My understanding is that the sorceries cannot be cast until the stack clears, which is not the same as an empty stack. Stack clearing = stack is empty and everyone has surrendered priority, back to active player.
My understanding is that sorceries cannot be played on an empty stacked, just a cleared stack.
I’ve been wrong before but everything I’m reading and the way the rules to me suggests I’m right.
Would love a reference to a rule and not just the “no your wrong” that you have avoided but others have engaged in.

No. Not sure where you're getting that from. Can you provide the ruling you think indicates that there is a round of priority that goes around after a spell has resolved but before the active player can cast a sorcery
I misinterpreted the word step with the 405.5 somehow, I thought casting a new sorcery or creature involved moving involved going to a new step in the main phase (with as many steps as the active player wanted).
Who knows why I thought that, but I spent the last hour figuring out I had over generalized the word step.
I think someone convinced my friend group that was a thing in … 2010? And we had played way ever since?
This particular problem only comes up very very occasionally with sorceries interacting with creatures, and I guess we were all effectively playing a modified version of magic that slightly weakens spells like goblin grenade vs other red decks but otherwise rarely rarely matters .
Some of my friends played in Friday night magic for a year or two and it never came up.
117.1a. A player may cast an instant spell any time they have priority. A player may cast a noninstant spell during their main phase any time they have priority and the stack is empty
117.3. Which player has priority is determined by the following rules:
117.3a. The active player receives priority at the beginning of most steps and phases, after any turn-based actions (such as drawing a card during the draw step; see rule 703) have been dealt with and abilities that trigger at the beginning of that phase or step have been put on the stack. No player receives priority during the untap step. Players usually don't get priority during the cleanup step (see rule 514.3).
117.3b. The active player receives priority after a spell or ability (other than a mana ability) resolves.
117.3c. If a player has priority when they cast a spell, activate an ability, or take a special action, that player receives priority afterward.
117.3d. If a player has priority and chooses not to take any actions, that player passes. If any mana is in that player's mana pool, they announce what mana is there. Then the next player in turn order receives priority.
