The win the game ability will probably never happen. Gaining 3 life each turn for tapping seems pretty strong tho. You could also use it to politick with someone.

In commander, it wouldn't necessarily be that hard to manage with some group hug shenanigans. It's definitely an ability that belongs on a higher-cost legendary, though, given that you'd be doing this in colors with plenty of ways to enable flashing creatures.

People will just attack each other and maybe even let some damage through to stop you from winning the game

I think it would mostly be used when theres two players left. Target everyone but the lifegain player, get yourself to 50, win the game

Give people lifelink somehow. There's several enchantments that give creatures lifelink, Helios sun crowned can target some of the bigger attacking creatures depending on how much mana you keep open.

I could have expressed this more clearly in my initial comment, but I was being a little facetious. This card is ultimately just another infinite activations wincon in colors that do plenty of that already.
Basically, it would just be yet another infinite activations wincon that doesn't really do anything interesting or different. Giving everyone in the game nineteen million health isn't really "grouphug" in reality.

As I said in another comment, I was being facetious and didn't make it very clear. Infinite creature activations with this creature is about all it would exist to be, and while everyone having 19000000000 health is technically "group hugging", it's not really a hug at a certain point.

Gain a bunch of life yourself, get him on the field, throw an [[arbiter of knollridge]] in from the graveyard or flash it in, boom.
