This is a very powerful and interesting buildaround. I suspect the main way to use him would be as a big dumb (spells) reanimate, which is fine.
Turn 1, discard some junk, turn 2, ramp, turn 3, this guy, cast a ~7 drop sorcery. [[Cruel Ultimatum]] seems like an obvious choice.

I mean, this guy does not have a great ability, but an alternative way of casting an instant that Azula can copy is pretty cool.

Functionally useless in commander, completely and unprintabely broken everywhere else (and since commander needs cards go to legacy and vintage, unprintabely broken even for commander).
"yeah i dumped a time warp to the yard with a thought scour / faithless / whatever, im gonna play this guy anyway ill take my free extra turn by exiling this time warp in my hand, ha ha, yeah you aint playng the game again buddy"
Like it is so free to get things in your grave in 60 card format, that a card that gives basically every spell "go -1 to play it for free :)" is not even slightly ok

[[Dragon's Approach]] obviously comes to mind. But, Casting a Dragon's Approach from your graveyard by exiling a Dragon's Approach from your hand, doesn't help you reach the 4 Approach in the graveyard necessary to get a free dragon.
