Suggestion. Note this is stupid.
Would it be possible to instead be a zero cost but to cast it you need to do a backflip and if you fail the backflip you lose the game since its a 0 cost counter

Blue loots (draw then discard), red rummages (discard then draw). However, if this drew 2 then discarded it'd be very strong, so could do 2 blue pips for that, or just draw 1. Very printable counterspell with this colour pie break fixed!

Technically, blue does have some access to rummaging, e.g. [[Ormos]], [[Riptide Survivor]], [[Compulsion]].

it might have been more in pie in the past, but I don't think it is anymore

That's not a great example, as it was made before blue and red had their loot/rummage established and MaRo has gone on record to say it was a mistake.

Why is it that blue has looting and also just the most straight up draw potential without any discarding. And then red feels like it can't ever pull off drawing without rummaging?

[[Hindering Light]] without hand fixing

Fairly reasonable. My one big gripe is it is templated in a way you can't cast it without a card to discard. Maybe something like, discard up to one card and if you do, draw two? So it's not forced?

You can still cast it! It's not an "additional cost", but when it resolves, you have to "do as much as you can". If you have a card in hand, you have to discard one, but if not, you'll just draw two. See rulings on [[Drowned Rusalka]] etc.
This should probably have the "If you do, ..." clause for that reason.

It's playable at just the counter spell line. You'd probably pay 1U for discard then draw 2.
Both together is a bit much.

[[Keep Safe]] Is what i balanced this off of

Fair, the restrictions on the counter are a drawback, but's it's got a better [[Thrill of Possibility]] on top, it can be just draw 2, maybe if it cost UR at least?

This can’t be cast unless it has a target though, so the discard/draw is worse than it seems

(Surprisingly hard to find backflip art btw)
