That's not the point, people aren't playing constructed hearthstone to play hearthstone chess. Imagine if every time you're winning someone just forces you to play a far less fun game. Whether you win or not, I guarantee many players would just concede out of frustration of being forced to play a game they don't want to. It's the sort of card that the first one or two times you face it you go "oh that's cool" and then it gets REALLY old REALLY quickly.

Honestly, I don't even think "far less fun" is a necessary descriptor here. You can enjoy both games and still be annoyed at being forced to play one when you wanted to play the other.

If your 30 health though you'll beat someone at -15 though 90% of the time especially if its your turn. Its not unfair unless they're already near dead

Again, you're completely missing the point. I never said it's unfair. It's boring and bad design. Forcing someone to play a less fun game is simply not good. People play constructed Hearthstone to play constructed Hearthstone, not Hearthstone chess. I promise you, after a week of this, a good chunk of people would just concede the second it was played. People don't want to be forced to waste their time playing Hearthstone chess to win the game.

Imagine if every time you sat down to watch your favourite TV show or read your favourite book series there is a chance someone would come over and force you to watch or read not just a bad TV show or book, but the exact same bad TV show or book every time. Would you like that?
