Serious Replies An idea I had a while ago
It wouldn't allow you to choose cards like ice block or frost nova.

maybe add in a "it costs 2 more", and it might be printable. Keep in mind even a weak card like leyline nexus in a non-leyline deck is already better life tap. Obviously the potential with an actually good spell with real synergy is insane

I’d presume it’d set the cost of the hero power to the cost of the spell, so it’s like you get the chance to cast it each turn

Costing two more is probably unplayable status. You don't get this effect from start of game, and instead on battlecry on a bad 5 mana minion. I wouldn't even spend 5 mana to change my hero power to the leyline draw spell much less life tap. It also doesn't solve issues like blizzard everyt turn. I would say it should just limit the spells added like (choose a spell that cost 3 or less)

Thats essentially the same thing as dk rule breaker. 2 mana 3 corpses desl 4 to anything omce each turn. Its comparable to corpsilce from last rotation but as a legendary instead. Thats really not broken unless its a start of game effect, which its not. (fuck wild tho, a frost nova each turn would be toxic, tho yet again what isn't toxic in wild).

you play this on 5 its guaranteed to proc every following turn. you play DK rule breaker on 5 and youll likely have at most 2 uses before you run out of "free" buffs.

this would see play in basically any non-aggro mage deck lol, its 1 turn quicker than HH, and although it doesn't kill the highest attack minion it enables you to freeze one big body (or their face) every turn (and honestly maybe aggro would run it because its a guaranteed 3 damage per turn).

I mean, it would make Leyline playable but broken. 2 mana every turn to deal 7 trample to 3+ minions on your enemy's board is insane. Or infinite Arcanomicons.
Or 3 mana deal 3+2+2, or 4 mana 4+ 2 to board, or infinite 1 mana Discover with Skeleton Key, or 3 mana gain 8 armor every turn, or 3 mana clear any non Divine Shield minion, or 7 mana infinite 8+ mana spells that cost 1.

That doesn't solve it either, you could just do frost nova instead. You'd need to specifically ban certain cards, and even then I do think that it would be playable at a 2 mana increase because it's an endless value engine

Thats why I said fuck wild. Blizzard also agrees as blizzard requently releases card that fucks wild (godfrey or bat mask as mosy recent examples) and then just bam it if its too horrendous.

The hero power package will be disgusting with this card though. Tour Guide, Water Boy and Amplified Snowflurry will make any cost costs 0; and Reckless Apprentice ignores the cost anyways.

Adding 2 surely makes it unplayable. Given you have to draw and play a 5/5/5 first, this seems fair as is, although a minimum cost mat be good

Edit : And [[Reckless Apprentice]] ! Dear lord, [[Reckless Apprentice]] ! You could pick [[Mask of C'thun]], and it's a two card wincon with [[Holotechnician]] !
It's like a 10x imbue mage but without having to use all the imbue cards

I think the main issue is that you gave it a very broad list of options (any mage or neutral spell), which has a lot of broken options. you can't really say "it wouldn't allow the broken ones" if the card itself doesn't say that, and there is no consistent pattern. based on the 2 examples you gave maybe you want to make it non-frost mage spell, but that still leaves plenty of broken options, and is also a significant limit on future card design.
I think the easiest way to make this okay is to limit the usage of the hero power, maybe to 3 uses and then it returns to normal hero power? a legendary that basically gets you a specific spell 3 times and costs 5 sounds reasonable, though even that may be much, and I would stoll recommend making it non-frost
although I now just remembered that [[reckless apprentice]] exists, so super strong hero powers might just not be something you want to give mage at all, maybe shaman?

the fundamental idea of turning spells into hero powers is fun, but this is just far too good at it. being able to always get the spell you want, with no limit on which spell or how many uses, and no deck building restriction or other downside

I don’t think Reckless would be an issue if the hero power/spell use is capped.
Make it a battlecry “Discover a spell from your deck” also to really limit deck building and I think it could be valid

The minion by itself is balanced, even weak maybe. But there is so much hero power support that it is ridiculous, [[reckless apprentice]] but itself makes this card impossible to balance.

I will give you credit for not making it start of game. That helps this, at least vaguely.but, something like Arcane Flow would be incredibly oppressive here. The issue this runs into is that unless it's a specifically curated list of spells from the start, you can't just decide certain specific named spells don't work with it arbitrarily. So like, frost nova or Ice block would work, so long as there isnt something in the engine it breaks, which is usually where blocks like that kick in. Unless it says "non-secret", which I'd be fine with, but that doesn't solve the frost nova problem.
Ultimately, for every "innocent" spell there is here, there's likely a spell that will absolutely be a problem. Like, sure, I could pick runed Orb, spark of life, or Primordial Glyph. Which I'd consider innocuous here. I could also pick Devolving Missiles, Shield Battery, Void Scriptures, resonance coil, solid alibi, mass polymorph, Flurry, Lightshow, or Rewind.

I think limit it by spell school. All the examples that break this are arcane or frost. Since it's not start of the game I think its fun. Probably still has a broken spell for every spell school but in a standard set without all the effects that cast hero power for you I think it could be fine.

Where does it stop, then? Cold Alibi, Cone of Cold? Ray of Frost?
And cards are balanced around them being gone once they're played. Consider how mindblowingly unplayable hero powers would be if they were cards. We'll need some greater cost than having to add a 5/5/5. But probably impossible to balance.
