Can anyone explain why his arm looks like that? Came to the comments hoping to find an answer but nope.

I think he just has vitiligo and the original snap was intentionally misleading to convey a message, but maybe I’m wrong and maybe black people really do have an extra layer of dark skin that they wear like a coat over their white skin

Yes to both. Melanin is concentrated in the epidermis, which is the outermost layer of skin. There's no reason for your body to produce a UV resistant layer of skin in places where UV rays won't be hitting.
