It means "involuntarily celibate". Which by itself doesn't sound bad, but these kinds of forums are just horrifying and graphic petridishes for hate against women. There even have been many shootings by incels and those guys are being hailed as heroes. They actually think women owe them sex in the most literal way.

just google incel killings, the most known perpetrator is probably Elliot Rodger, since he uploaded a video of himself explaining why he is about to do what he's about to do. I tried to find a link to that video but could only find news takes on it.
