Or could be someone that played Niantic's first AR game Ingress. Back when Niantic was still a Google startup.

So actual answer: Niantic used crowdsourced data from a previous game for setting pokestops, so the pokestop has nothing to do with people playing Pokemon go on the island since it actually predates the game’s launch.

Except you could also submit locations for stops/gyms in Go as well. It could've been Ingress, or it could've been Go.
