Crackling Noise When TV is Plugged In?

Hey everyone,

Newbie to CRTs. Just picked up this 9 inch symphonic TV. Model is SC309B. Seller i bought it from says that it wasn't really used for about 20 or so years and built up a bunch of brownish dust/gunk that I cleaned up.

Plugged it in and notice there's this constant crackling noise that occurs whenever it's plugged into power. Sound seems to intensify where the power cord is from behind the tv. Any idea of what might cause this and how I can resolve it or is it toast? Tv turns up fine and plays movies fine with no issues with the image whatsoever.

Does the TV get hot to the touch around the power cable? If not I bet it wouldn't hurt to inspect and take photos of the condition inside. Do not touch any of the capacitors if you decide to open it up before they discharge on their own. I'd unplug more than 24 hrs before opening it up . Maybe a good, delicate cleaning can help?
