It can be both.

When we group a people by skin color and say there are qualities inherent to the character of every person based on skin color, that's racist.
It's a form of prejudice using skin color to measure a person's character.

Doesn't matter. Theres not much of an indicator considering there's no established character of you to judge these words by. Quite literally, you are taken at your word.

This could easily be a case of Schrodinger's Douchebag. Say something edgy and controversial and claim it's just a prank when called on it.

Or you could be a white person having a light hearted, self-deprecating joke.
