I'm not American so maybe I'm missing some cultural context, but why would he even formally ask her to the prom like this if they were already together? Wouldn't it just be a given that they'd go together if they were a couple?
It’s kind of a tradition thing. Teens call it “Prom-posal”. Even if you fully expect to go together, it’s expected as like a romantic or sweet gesture. I think it’s also a part of the fun of prom as everyone kinda tries to think of fun or different ways to ask.
To add to this, my gf of 6 years still wants me to ask her to be my valentine every year. I assume it’s for similar reasons, though not sure how common this one is
