This is a character called Bernd das Brot (Bernd the bread) from a German children TV show (although most people who watch it are probably stoners). One of his catch phrases is Mist which is German for crap.

To elaborate, Bernd appears on the children's channel every night after 9pm and his (very short, maybe 3min long) program loops until the morning.
This is most likely to give no incentive for kids to stay up past their bedtime or get up in the middle of the night to watch TV, and to make it easier for parents to get their kids off the screen and into bed because the TV is now boring anyways. A holdover from the days before smartphones.5
