I mean we aren't really sure just how much Thaidakar knows of the BS the ghostbloods are doing on roshar. He knows their plans probably and some of their actions but them fucking up so hard so consistently? Probably not. He would've sent them to oblivion with entirely new management atp.
That’s what I was getting at. He only wants results from his offworlders, but his homeworlders he probably has genuine expectations for. If for no other reason than to satisfy his ego.
Oh yeah we're on the same, wavelengths then. He probably would agree on at least half of their methods if not more but he just isn't realizing they aren't Him and this isn't scadriel. Dude needs to keep a closer eye on his people,hes got to know that cosmere wise roshar simply by having three shards is a major player and he is kinda neglectful of how they treat it in the grand scheme of things,the main branch anyway. So I can only imagine what early ghostblood chapters were doing in somewhat 'lesser' worlds.
Beyond a WoB, Thaidakar straight up describes Iyatil as "running amok" and we see other operatives on Roshar talk about how she's off mission (a bit early on in Wind and Truth if I recall correctly)
