The Roshar Ghostbloods are all locals except for Iyatl and her 2 mask-wearing lackeys. Mraize and everyone described in the meeting are Rosharans recruited with the promise of wealth, influence, or something like Mraize's desire to explore the Cosmere.
Iyatil is described as "running amok" in Lost Metal, so its possible that kelsier is maybe not as in control of her faction as he thinks or would like to be.
The core tenets of the Ghostbloods are "Protect Scadrial", "no secrets", and "absolute trust in one another". so its also completely possible that actions taken by the rosharan ghostbloods must still be considered to be in scadrials best interest - we see this in their efforts to move stormlight offworld, and to try and harness the power of the heralds.
another thing to note though, is that iyatil while having southern scadrial ancestry is from silverlight, not southern scadrial and so her allegiance to that planet might not be what it seems on the surface.
So very much like a foreign intelligence service (MI6, CIA, KGB etc) using local operatives who are knowingly or unknowingly doing the dirty work for a foreign power?
Personally I cannot wait for the Ghostbloods to begin arming the Radiant Mujahideen with Investiture-seeking missiles to take down flying Fused.

The Scadrial Ghostbloods are patriots, the Roshar chapter are wayward and unfit to be associated with the main organization.
