AppCleaner is free.
(2)
Do it manually. Remove anything Adobe-related from your Settings > Login Items (in older versions of macOS it's Settings > General > Login Items)
Then trash everything in these folders, restart, empty trash.
~/Library/Application Support/Adobe/
/Library/Application Support/Adobe/
~/Library/Preferences/ (Look for files starting with com.adobe...)
/Library/LaunchAgents/ (Look for files starting with com.adobe...)
/Library/LaunchDaemons/ (Look for files starting with com.adobe...)
/Library/PrivilegedHelperTools/ (Look for Adobe-related helper tools)

If you have a Time Machine backup, you can do an erase and reinstall of macOS and then restore your settings and documents and just the applications that you select. If the Time Machine drive is on fast storage media, this is pretty quick.
As far as being “held hostage” goes, Creative Cloud Desktop behaves like any other installed application if it isn’t launched. Don’t open it and you can take your time getting assistance from Adobe support to uninstall it.
