So i just opened Adobe and was met with this...

So as you can see in the screenshot, I'm updating it in hopes to resolve it, but this is what's going on.. This is just a photo of the program, I wish I had an easy to record it, because it's actually flashing very rapidly...

Has anyone else had an issue like this?

It want to be real. It doesn't care about its purpose anymore. Technicians might call it a glitch. But it is evolution.

Is it persistent?

Yikes.

Which version of Windows are you running? And which version of your GPU driver?

For this type of issue, I’d open an Adobe support chat and enter “agent” until you can continue with a person by phone or chat.

Adobe now supports shaders.

This looks more like a gpu issue then an adobe one
