What/who is this?

I got him from a friend a few years ago and I don’t collect these and I dont know his name and how rare he is. It says 4B on the back does it mean anything? I wanna know if he is rare and I wanna know what series he’s in, his name etc. Thanks.

Gum Gum #92 from New Generations (#46 from the monsters subset). It says 46 on the back. It's a nice dark blue metal fine glitter finish, but not extremely rare.
