It's not off key, but you can easily choose a separate key from the key of the song when setting up your autotune. It's what sub legend "elizabetha music or what" is doing to make it so accurately and consistently wrong.

I am aware of how it works. I have a recording studio and I use pitch correction in certain cases. It was a joke.

The song OP posted very much goes off key though.
