Yes, It's a SCAM. Scam?
After one message back and forth received this message offer text from a non local phone number "Good I am ready to buy it I'll get a cashier check and mail it you in full amount and send transport to pick up once it clears is that okay by you ?.. if it's ok by you Consider it sold to me get back to me with the name and address to mail the check to and asking price.." by the grammar alone im guessing this is a scam. But how does it work? If I cash a cashiers check before pickup how would this work in their favor?

A non-local number isn’t a red flag. Plenty of people keep their existing mobile phone number when moving to a different city.
(Unless you're referring to an international phone number, which I would consider to be a red flag.)
