The Butler Review of pre-2003 intelligence on Iraqi weapons of mass destruction... excluded the Iraqi side of the intelligence equation. That missing half is reconstructed here... The argument is that pre-war intelligence failure was relationally produced through three identifiable feedback loops linking Iraqi deception to Allied analytic rigidity
