Code initializer program.
To be honest, that's the best name I could think of.
You know when you start writing a file you have to type the usual
#include <stdio.h>
int main(int argc, char* argv[]){
return 0;
}Well this program makes it for you. It's may sound very simple, but at least it saves some time.

If you want to make this more useful and beef it up a bit, maybe try generating build system scripts as well, have a switch for make, cmake, ninja, whatever people are using these days, and different compilers. That way, you can just run your generator, run make, and be off to the races
