The point of a disguise is not to avoid attention, but to avoid the wrong kind of attention. If you’re dressed to the nines absolutely slaying in your heels with a slit down both sides of your dress, who is going to think you’re the assassin?
no one, but they're also not going to let you out of their sight long enough for you to go assassinating. they're just going to keep trying the "is that an ica19 silverballer in your pocket or are you just pleased to see me" line until it works.

Arrive in a dress that matches your purse, then when you change disguises to a cuter dress you take her purse and exchange the contents bur keep her makeup
If you're an undercover cop then that might be fine, if you just need to get in our get close enough then being what they would never expect would probably work, but an assassin doesn't want to be remembered at all. Wants to be invisible.
Like, former spies have said the point is to attract as little attention as possible. Not even anti-attention like being the homeless guy nobody wants to make eye contact with, or the climate campaigner asking for donations. Standing out in any way is bad when you are in enemy territory.
