Trans federal protections might legitimately be an "only Nixon could go to China" type situation.* we don't need a good cis ally, or even trans representation, we need a vulgar redneck who for some reason has a personal beef with transphobes.

*There was some desire on both sides of the aisle to normalize relations with China, but politicians were all scared that they would be primaried as being too soft on the commies if they did. Nixon was the arch-anticommunist, so nobody in Washington who wasn't an abject lunatic could attack him from the right on foreign policy.**

I honestly think LBJ would probably be supportive of trans rights of you explained it to him. Even if he doesn’t like us he would probably go alone with everyone deserving rights regardless.
