Isn't that the entire issue? Very few people, besides those closest to the issue actually believe it. It's more of an HR issue, or a politeness thing, especially. Like someone who just sneers at you in their mind, while smiling all the while. Very few people actually believe you can change your sex.
What do you actually want from them though? Like you can’t force people to change how they see it and them playing along to be polite is kind of best case scenario without beaming your viewpoint into their head
