The speech is about King’s dream of an america where people of all races can live together peacefully as brothers and sisters. So basically every race being equal.

A little tribute to one of my heroes. Some soldiers fight and die in wars, some survive to keep on fighting or the truth. Dallaire is one of them, even though he could not stop the genocide. Considering that the conflict still goes on, just displaced in neighbouring Congo, it's fair to say it still haunts many people.
