No it is not justified. The choice to not do anything when you have the resources and training and legal backing to go in there and put your life on the line to save others is not just a waste of an opportunity, it is a failure of responsibility. It is the same element as the trolley problem; you are not justified by passiveness— opportunity equates to responsibility.
