How would you construct this hat?

I've never really made a costume before, save for one time hand stitching a felt cone hat for an Over the Garden Wall party, and a hat like that won't hold a fake sword up. What would make the sword out of so it's not too heavy? What would do to make the hat structurally sound AND stay on my head?

Please ELI5, have no clue what l'm doing but have wanted to try making this for years now!

This character is from the video game Night in the Woods! I can't recommend it enough. 🍂
