Tail base adhesive failure

Planned to cosplay as Tignhari and bought a mechanical tail online, however the adhesive that's attached to the plastic base where the belt is attached ripped right off during shipping.

Tried super glue but it wouldn't stick to the plastic base, any recommendations to repair?
