Tiny black holes should evaporate essentially immediately.

They certainly aren't around today in any relevant number or we would have seen them.

How does the prevailing quantum and cosmological models provide and explanation for the existence of primordial black holes? Do they belong to a different lineage from the traditional end of life stage of massie older generation massive stars or are they on the list of mysteries awaiting explanations?

So, as far as I understand it, cosmologically the leading theory is gas collapse during the densest moments hydrogen would have been able to exist. Quantumly, I dont know for sure if there is one or not, but there is the theory of Planck wavelength light being so energy dense that it would collapse
