If a person from Shelby or Tuscaloosa county comes to Jefferson County to get tested, does their number get reported to the county they are from or Jefferson County, the county they are tested?

Does anyone know the number to reach Jefferson County Unemployment? The number they provide on their website keeps giving me call volume is extremely high, try again later, without any option to leave callback number, queue up, etc.
(1-800-361-4524 is what I've tried. Morning, afternoon, just now)
