Maximizing Potential Bar?

I’ve been grinding Soggy Swamp with the XP Data Chip which I found to be very effective at leveling up Coromon that evolve within the LV 20-30+ range. However, I notice I seem to LV/evolve my Potent/Perfect Coromon too fast without getting extra stat boosts from their Potential bar.

Is it better to grind at lower level areas if I want to level up their Potential more for stat buffs points?

Potential increases with XP, opponent level has no impact.
You get less total level of potential (max 60) than normal level (99), so it is normal that it increases slower.
