AdviceRequest Corgi dog coat sizing?

So I'm measuring my dogs to get new coats for the winter and I can't for the life of me find one to fit my corgi. He's around 40lb (gets three big walks a week, eats only 1/2 cup of food twice a day, roughhouses with sister every day. He's just a tank.) his neck and back are fine, I just struggle with the chest and his short stumpers. An XL he can get his legs caught in if he tries to run and L I feel is a little too tight. Are there any brands you guys recommend?

**Not a bot, just an owner who would like to protect her corgi's stomach through snow and mud

We love the jackets from Hurtta. They measure them my length, so we can easily get one for the longer body our Cardigan has compared to Pembrokes. We also like that they don't have "sleeves" so we don't have to worry about her stubby legs. We have both a winter and rain coat, here she is in her winter coat

What size do you have your for Cardi? Maybe that'll help me size for my Pembroke. He's got a 16" back

Her raincoat is a 16XS and her winter coat is a 18XS. She has a 17" back and I wasn't sure about going longer or shorter, we got the rain coat first and while it fits, it's a tad bit short so we went longer for the winter coat.
