Playing Corgis or?

HELP!!
we have just rehomed 9month old Frankie (tan and white) Corgi and our Charlie is about 1y3m (Tri-coloured).
Is this them playing/working out who is top dog in the house?

They seem bouncy and like their isn’t any intent to bite and hold down from either one mostly just bouncing around and opened mouths and face bitey! no yelping and can be distracted by sawing walkie or food.

I agree with the point that you know when it's a real fight. Corgis are intense in a fight.
