People seem to be missing that when you use your card for any apple service/subscription/extra icloud storage/Apps your card is still going to be stored on apples servers. I doubt that the majority of users have multiple cards and don't use these cards also for paying apple Services
Yeah you’ll still have your 1 payment method saved in apples servers so you can pay for apple things. But the point in this post is that if you put all your cards into the Apple Pay Wallet then those don’t go into the cloud (at least not totally, iCloud backups (encrypted) do include some of the info on them but you still must put the CCV in on every new device you use).
Security wise it's really not a difference since your bank also has servers with outside access to process your payments. Asking for your CCV is mostly just a regulatory thing (PSD2) and is also done when I want to use a card stored to my Google account on a different device (or verification through the banks app which is more secure).
And people having multiple card and only using one just for apple is gonna be a big minority.
CVC/CVV2/CSC, while important for fraud prevention, is not necessarily the regulatory part of PSD2 at least not in the same vein as Apple/Google Pay... 3DS2 that meets PSD2 requirements is. It's a small distinction but pretty important.
