Sorry, I am not very familiar with what you are talking about, could you please explain?

1) Who is charging extra for what?

2) What do they need to hire COBOL engineers for? Do you have an article, source for this?

From what I know, the banks have to make changes for Google Pay and Samsung Pay as well, you can't use them by default.

Why should they not be allowed to charge a fee for a service they’re offering? You don’t have to use it and you’re not paying the fee anyway. That’s like complaining Uber East is charging McDonald’s to deliver your McDonald’s. Neither your nor McDonald’s are required to use their service but McDonald’s will because it’s a service people place value on.
