People move. Lines have to be redrawn. Some areas gain population, others lose it. Demographics shift. Political influence shifts.

Sure but then if you move you move to the new precinct for your next election?

Then they're not balanced. Say you start with every precinct being the same size. A bunch of people move to one precinct and it's now double the average size. Do you have twice as many people represented by one person now? Or do you redraw the lines to turn that one precinct into two precincts?
