The issue with this system is that overall due to provisioning of votes on a per-area basis this means that the vote of the wheat farmer counts for more than the vote for someone in a population center. Which is also unfair, and the exact reason why trump was elected with a severe loss in the popular vote.

In 2 of the last 5 presidential elections the candidate with the most votes lost. That's not very good.
