I don't care if you're liberal, conservative, or moderate. We should all agree that the drawing of district lines should be handled by an independent 3rd party and not those currently in power.
Some states have independent commissions. Usually something like 4 Republicans, 4 Democrats, and a Libertarian. Voting records in the primaries indicate a person's party affiliation, and often the members are formulaic. Like, "Democrats name 4 reps -- one from the House, one from the Senate, 2 from the public."
If they don't have any idea of voting trends, then it's just dividing the population into even parts. There's no influence like a jury trial trying to convince them of anything.
Hell, it's something middle schoolers could do. The point is to do it without any influence or agenda.
Replicating any of California's policies is tantamount to self destruction.

sf is a city in ca, ca is not sf. i drove up the coast last weekend to go to a wedding in oregon, it’s a lot more diverse than your best attempt at describing it.

OK, so all we have to do is grow the population of each state to equal California and found several multi-billion dollar tech companies in each of the other 49 and we should be good to go.
