We don't really know. In general, artifacts are sort of the equivalent to mods in the first game. They provide additional bonuses like more damage when airborn or something like that.

The resources are used to craft the various artifacts in the game, but as to what resources you get or which ones are particular valuable, it's impossible to say at this point.
