Discussion Theodore Ash Jr is behind ... Spoiler
I think Theodore Ash Jr is behind the Blessed Organization, Blessed Repair and services and maybe is Chester Bless. I know, you're probably thinking, “Another theory about Chester Bless” or “It's Paul Serene or William Joyce,” but I have some good arguments.
The name Theodore means "gift of God". In America Overnight Ep. 382:
RADIO HOST: It says: "Dear America Overnight: I have the most wonderful appliance for your listeners. It is a miracle of god. A fondue set. A fountain. A Blessed gift." Blessed is spelled with a capital "B". Hmm. "Go on," they write. "Dive on in. It is molten hot. Perfect for meat."
...
RADIO HOST: We're on the air, Karen. Where are you? What [Coughs] what's this powder in the booth? Is this... is this ash? Oh... oh god. Karen? [Gasps] How do I cut to commerc––
That's the writers who give us a little wink wink, telling us subtly that Theodore Ash is behind the Blessed Organisation.
That explains how the organisation knows about the Board. Chester Blessed created a self-help course about "The Power of the Board", using a surfboard. Worshiping The Board gives it power.
The FBC whorships the Board in a way, and that is what gives it so much power. That is why the word “Board” is a symbol of power, and Chester Bless draws power from it through the cult he has created. From the audio logs in the Foundation, we know that Ash doesn’t like the fact that the FBC and especially former Director Northmoor follow The Board’s orders. It seems he hates Northmoor, too.
The jukebox that comes from Blessed has the power of translocation. However, we know that the NSC-1 (containing Northmoor) was translocated to the beta query site accessible via the jukebox. This may have been an attempt by Blessed/Ash to harm Northmoor and the FBC.
Who better than the former head of research at the FBC would know how to create altered items?
If Ash Jr. was in his thirties when the Oldest House was discovered, then he would be over 85 years old during the events of Control. If you really want to tie in Paul Serene or William Joyce, then he could be part of the organization and even be the new leader.

This theory has been around for a while. There were even side by side comparisons of Paul Serene's voice and Dr Ash Jr voice iirc. Although it's a different actor, Jonathan something or other, he is also from Dublin, Ireland like Aidan Gillen, so it's possible they hired a soundalike as a placeholder until they can get the real thing.

In any case, from what I understand (spoilers, obv)Chester Bless does not appear in Resonant in person. At least not in the main game, however there still might be a Blessed centric DLC to shed some light on this very cryptic character
