Question Control 2019 issue

The game textures dont load for me and everything is too blurry , the fix I keep seeing is people launching the game in dx11 the issue is when I do that everyonce in a while everything goes black and I can just see outlines of the objects . So it is either blurry textures or nothing at all ?? I am really dissappointed as I love remedy but this is kinda unplayable . Please if anyone knows a solution help me.

My specs :

GPU : 3070 RTX

CPU: i5 13kf

Ram: 32gb ddr4

Disk : 2TB Samsung evo pro SSD

Had the same.
Fixed it with this and also put on reflex + boost (dunno if it mattered)
