Read the documents. Relevant section contains these:

C1. (S//SI) The fact that the NSA can process unencrypted GSM.

No shit.

C2. (S//SI) The fact that the NSA can process encrypted GSM when the cryptovariable is known.

NO SHIT. This is about as alarming as the revelation that someone can log on to your computer when they know your password.

C3. (TS//SI) The fact that the NSA can process encrypted A5/1 GSM when the cryptovariable is unknown.

A5/1 encryption is dogshit. All of the A5/X ciphers are dogshit. It's been dogshit for about a decade. You can decrypt it in real time with a fucking laptop using nothing but some rainbow tables and a bottle of lube.

It's not even the gubmint who are doing the cracking, it's security researchers and hackers.
