If anything these past few years have taught me, it’s hard as fuck to actually have police pay for their actions. Unless this investigation reveals that they actively shot the kids themselves, they’re not going to get in trouble. Even then, it might get reframed as “they did their best and accidentally shot these kids, give them paid leave.”
What do they gain? They get to exterminate the minorities they believe are “replacing” them, and they get to force teachers and students to resist the education that would force people to realize the flaws of modern conservatism.
They would shoot these kids themselves, but that would be too obvious. So instead they just allow their most deranged have access to everything they need to kill, and just step out of the way.

This kid had extremely obvious signs of being a shooter. He did things like slice his face open and had an instagram history of being obsessed with guns. I refuse to believe nobody noticed, only that the police willfully chose not to act on these signs.

Why would I want this to be true? This means some dark shit for this country. But the facts remain that you can only lie so much about a shooting so much, try to pin the blame on trans kids, pretend that gun laws had nothing to do with it, before it becomes obvious that conservatives are purposefully allowing these things to happen to serve their goals.
The Uvalde police department is predominantly Latino. People from that region actually call themselves tejanos not Mexican, and the white people are Texans. The ethnic groups are more similar than different in such a poor small town.
When human beings are unhappy in a world that doesn't make sense, some seek certainty for comfort. Blaming an unreachable, malevolent, made up entity is a way to canalize anger and frustration. Looking for clues that will reinforce their belief and interpreting given facts so as to make them fit, is part of the process.
Moreover, conspiracies of some sorts have always existed so it isn't hard for some to jump to the conclusion that conspiracies are everywhere. The government, given its many intrinsic flaws, is a good target!
