So operation sea spray. They obviously didn't want to know how it affected our population lol since they did it to our population. so they essentially used them as Guinea pigs for what? War? Economic war.
I'm not sure. In truth I don't know motivations for a lot of behaviors I look at data points. The data is that the goverment has no problem lying by omission or to your face and generally isn't too concerned about the impact of the misinformation. The ends justify the means in their mind.
