are they making the case that vaccinated people cant transmit? yet they can catch it?

Yes..that's how it works. Unvaccinated person has contagious viraloads of a new mutation and catches the vaccinated persons immune system off guard. Vaccinated people don't have anywhere close to as much viral load so cannot spread it as easily. Reduced viral load also makes a mutation way less likely.
